Led a state's EMAP accreditation effort
Served as accreditation manager and assessor for a state emergency management agency, aligning plans, programs, and documentation to the national Emergency Management Accreditation Program standard. Authored the state's continuity of operations, debris management, and catastrophic-earthquake recovery plans, along with the training curricula to operationalize them, and co-chaired the state mass care function.
Directed emergency management across a 17-county region
Directed mitigation, preparedness, response, and recovery across a 17-county area for a state emergency management agency, serving as state liaison embedded in a metropolitan 24/7 emergency operations center. Led the regional pandemic response, including testing and vaccination site operations, alongside flood, hazmat, and severe-weather incidents.
Built a medical center's disaster program
Coordinated disaster preparedness and hazmat decontamination for a regional medical center, serving as Hospital Incident Command System coordinator and instructor, planning and running Joint Commission disaster exercises, and leading the decontamination team.
Wrote a county EOP, then ran incidents with it
As deputy director of a county emergency management agency, authored the agency's Emergency Operations Plan and put it to work — serving as damage assessment coordinator and as a task force commander on a district incident management team.
Designs and evaluates exercises across sectors
Delivers state-level EMAP engagements covering assessment readiness, gap analysis, and corrective action, and designs, facilitates, and evaluates tabletop and functional exercises for public- and private-sector clients — then writes the after-action reports and improvement plans that turn findings into measurable change.
